Oil and gas recruitment in Mauritius for downstream operations

Oil and gas recruitment in Mauritius needs a brief grounded in downstream operations: imported fuels, storage terminals, liquefied petroleum gas (LPG) and bunkering (supplying fuel to ships). Indian Ocean Millenium Partners sources candidates from Nepal and India for employers seeking technical and operational staff.

Our consultancy in Vacoas-Phoenix supports consultation, sourcing, screening, document preparation and placement follow-up. The State Trading Corporation’s import activities and the Mauritius Ports Authority’s oil jetty and bunkering services provide the local context.

Technicians at a fuel storage and distribution facility

Which downstream oil and gas roles can you recruit?

  • Technicians and maintenance personnel. Mechanical maintenance and equipment support, with the pumps, valves and other plant specified in the job description.
  • Terminal and LPG operators. Product receipt, storage monitoring and transfer support within the duties assigned by the facility operator.
  • Safety officers and supervisors. Safety coordination, incident reporting and supervision matched to the responsibilities and qualifications required.

Distinguish bunkering support from shore storage work. If a candidate’s experience is described as rig operation, examine the actual machinery and tasks before considering suitability for a downstream vacancy.

How should you assess technical experience and shift coverage?

List the equipment, products, operating procedures and record systems used on site. Ask candidates to explain an abnormal reading, a handover or an equipment fault within their previous responsibilities. Agree the screening and technical interview scope during consultation; employer assessment should focus on the actual assignment.

State the roster, night duties, rest arrangements, transport and accommodation. Identify the supervision available on every shift and any maintenance shutdown dates. Permanent Staffing may suit ongoing operations; Project-Based Recruitment can address a defined maintenance requirement. Schedule mobilisation around approvals and induction rather than promising an immediate start.

Which safety and professional requirements need checking?

The Mauritius Ports Authority’s Bunkering Code of Practice addresses safe fuel transfer and the responsibilities of participants. For bunkering assignments, align the role with the current code and the facility’s procedures. Include emergency communication and reporting responsibilities in the brief.

A statutory Safety and Health Officer role involves registration with the ministry responsible for labour. Check the applicable qualifications and registration procedure before appointing someone to that function. A foreign qualification or previous safety job does not establish local registration.

Identify any electrical, vehicle or specialist tasks separately and confirm their applicable requirements with the relevant authority. Arrange site induction, supervision and task-specific competence checks before assigning duties.

What permits should a downstream employer prepare?

The employer files ordinary Work Permit applications through National E-Licensing Platform (NELS) on the Economic Development Board (EDB) portal. Contracts require vetting at monthly salaries of MUR 50,000 or less. Permission in Principle and quota ratios no longer apply. Assess any qualifying professional role under the Occupation Permit criteria. Our hiring guide explains the documents, local recruitment evidence and maximum-stay rules.
