HR consultancy in Mauritius for a clear recruitment plan
Our HR consultancy in Mauritius helps employers turn staffing needs into a recruitment brief. Indian Ocean Millenium Partners Co. Ltd, based in Vacoas-Phoenix, provides workforce planning and recruitment advice alongside sourcing from Nepal and India. Start with the work that needs doing, the skills missing from your team and the conditions you can offer.
A useful plan connects the vacancy, candidate assessment and employment terms. It also gives your managers a shared basis for deciding whom to interview and what to resolve before a new employee starts.

How do you assess staffing requirements?
Consultation and needs assessment cover your business objectives, company culture, operating conditions and required qualifications. Bring current staffing by role and site, the vacancies to fill and the tasks each recruit will perform. Separate essential skills from experience that would simply be useful.
For ordinary Work Permit applications, the Ministry’s current information sheet requires evidence that you could not recruit locally, including National Employment Department or Employment Information Centre contact and MauritiusJobs vacancy evidence. Permission in Principle is no longer required and the quota or ratio system has been abolished. Keep local recruitment evidence with your workforce plan.
Prepare job descriptions and consistent employment terms
Write the job description so that a candidate and a supervisor understand the same role. Record responsibilities, required qualifications, relevant equipment, work location, hours and proposed pay. These details guide targeted sourcing, skill assessments and behavioural interviews.
The company profile’s recruitment documents are a demand letter, power of attorney, service agreement, guarantee letter and employment contract. Treat these as recruitment paperwork alongside the applicable government checklist. Review the documents together so that the proposed duties and terms remain consistent.
The Ministry’s Work Permit Information Sheet requires a vetted employment contract at monthly salaries of MUR 50,000 or less. According to the Ministry of Labour and Industrial Relations’ Work Permit Information Sheet, above that level the employer supplies documentary salary evidence. This vetting rule does not decide the permit route on its own.

Contact usChoose RPO or Executive Search for the assignment
Recruitment Process Outsourcing (RPO) covers the hiring process from candidate sourcing and assessment through selection and onboarding. Define the scope around the work your internal team needs help completing. Your managers should remain involved in setting requirements and deciding whom to appoint.
Executive Search addresses senior management and leadership positions. Describe the responsibilities, business priorities and experience expected of the role. A senior job title alone does not establish immigration eligibility; check the individual’s circumstances and the applicable official route before planning a start.
Prepare the transition into the role
Use the agreed employment terms as the basis for onboarding. Give the incoming worker clear information about the job, reporting arrangements, workplace and accommodation. Plan who will explain practical routines and who will answer questions after arrival.
Keep the actual permit conditions and expiry date in view. According to the Ministry of Labour and Industrial Relations’ Work Permit Information Sheet, apply for ordinary Work Permit renewal three months before expiry. A permit’s validity does not guarantee employee retention, so discuss the work and living arrangements openly throughout the recruitment process.
Frequently asked questions
What should we prepare for a consultation?
Bring your vacancy list, job descriptions, proposed terms and local recruitment records. Explain which decisions are settled and which need discussion, including accommodation and the intended work location.
Can you support our managers during selection?
Yes. Our process includes screening, interviews, skill assessments and reference checks, followed by employer selection. Agree which competencies matter and what evidence each interview should establish.
Who submits the ordinary Work Permit application?
The employer is the applicant. The Ministry’s information sheet allows submission by the employer or an employee on its Contribution Sociale Généralisée (CSG) payroll list. Domestic-worker cases have a close-relative exception.
