Recruiting Nepali workers for Mauritius: the Nepal-side checks
Recruiting Nepali workers for Mauritius requires a Nepal-side approval process as well as Mauritian permissions. Employers need consistent job terms, a licensed Nepali recruitment business and evidence that the worker’s departure requirements have been completed.
There is a current obstacle to resolve first. Nepal’s Pretoria embassy has stopped attestation services, and an operating replacement route for Mauritius could not be verified as of October 2026. Confirm the authorised arrangement with Nepal’s Department of Foreign Employment or Ministry of Foreign Affairs before relying on a deployment plan.

Who handles Nepal’s recruitment approvals?
Nepal’s Foreign Employment Act, 2064 (2007), as amended, governs the process. The Department of Foreign Employment, usually called DoFE, licenses recruitment businesses and handles prior approval and final labour approval. Check the Nepali agency’s current status rather than relying on an office address or a commercial introduction.
DoFE’s recognised-destination list includes Mauritius for recruitment through agencies. That listing does not approve a particular employer’s demand or resolve the attestation obstacle. Employers should expect to supply accurate company and job information and participate in any applicable employer formalities.
Which demand documents need mission certification?
Under the amended section 15, the online prior-approval application needs original demand and authority documents certified by Nepal’s diplomatic mission for the destination. A chamber of commerce or notary stamp alone cannot replace that certification. The older English Act’s alternative attestation routes are no longer the current rule.
Pretoria’s official notice ended legal and consular attestation services from 1 October 2026. Its old charter and the Foreign Ministry’s accreditation table remain online, but neither establishes an available service today. London’s demand checklist covers UK and Ireland employers, so it should not be used as the Mauritius procedure.
Prepare clear job information while seeking official instructions. Section 15 requires employer details, roles and worker numbers, pay, benefits, leave, working time and draft employer–worker and agency–worker contracts. Pretoria’s historical checklist also included a guarantee and employer–agency agreement with supporting records; it is not a complete current submission checklist. Mission certification does not guarantee DoFE approval.

Section 16 of Nepal’s amended Foreign Employment Act, 2064 (2007), requires recruitment advertising with at least seven days for applications, in a national Nepali daily and on the agency’s website. Under section 16 of Nepal’s amended Foreign Employment Act, 2064 (2007), the agency must provide the notice to DoFE the same day for its website. Section 17 governs selection by qualifications and experience and the selected-list requirements.
For the employer, the practical check is consistency: compare the advertised duties, pay and working arrangements with the approved demand and draft contracts. DoFE’s section 15 refusal grounds include worker safety, occupational safety and health. Certification alone does not settle whether proposed employment terms are acceptable.
Section 25 requires both contracts to be explained and concluded before departure. Under section 25 of Nepal’s amended Foreign Employment Act, 2064 (2007), the agency must arrange Nepali translations and submit two copies for DoFE certification, with one retained by DoFE and one provided to the worker. Avoid treating an employer’s signature as proof that the worker understands the offer.
What must be completed before departure?
The Act requires authorised pre-departure orientation, a health examination at a Nepal-authorised institution and insurance covering the contract term for death and disablement. Applicable skills training and testing also need attention. Confirm the current insurance policy and relevant fund contributions without treating a general online example as every worker’s complete checklist.
Mauritius medical requirements are separate. Its Work Permit Information Sheet requires provisional medical clearance for a new Work Permit application, with final clearance after arrival. Do not describe all medical clearance as completed before travel.
After visa receipt, section 19 requires the agency’s final worker file for labour approval, including the relevant certificates and both contracts. DoFE compares it with prior approval. The Foreign Employment Information Management System (FEIMS) is the online application system; the Act’s older sticker terminology does not establish a compulsory physical-sticker visit.
Under sections 22 and 73, departure is through a Nepal airport unless DoFE authorises another route, and the Labour Desk has document-checking duties. Keep approvals and supporting records together for departure checks.
How should employers allocate recruitment costs?
Mauritius’s Private Recruitment Agencies Act and 2025 Regulations put recruitment costs on the employer and prohibit worker recruitment fees. Under the Mauritius Private Recruitment Agencies Regulations 2025, budget for travel and the specified document, visa, processing and permit costs. The Mauritius Private Recruitment Agencies Act 2023 prohibits worker recruitment fees for recruitment to Mauritius, irrespective of Nepal’s general fee-cap provisions.
Record the cost allocation consistently across the recruitment arrangements and ask how payments to intermediaries will be checked. A contractual promise needs to be supported by actual payment practices.
Frequently asked questions
Is Nepal’s labour approval the same as a Mauritius Work Permit?
No. DoFE’s labour approval concerns departure for foreign employment. Mauritian work and entry permissions remain separate requirements.
Can we currently send the demand documents to Pretoria?
Do not rely on that route. The official closure notice ended attestation services, and no operating replacement for Mauritius was verified. Obtain current instructions from Nepal’s authorities.
What if the eventual job differs from the agreed terms?
The Act provides remedies for qualifying contract breaches and lower terms or job substitution. Keep evidence of the approved offer and actual employment conditions; workers can raise supported compensation complaints with DoFE.
