Construction workers recruitment in Mauritius: masons, iron workers and site teams

Construction workers recruitment in Mauritius starts with the work your team must deliver. Indian Ocean Millenium Partners sources skilled and semi-skilled workers from Nepal and India for construction and building maintenance. Whether you need site trades, labourers or professional staff, define the tasks, supervision and working conditions before you settle on the numbers.

A new build and an occupied building need different staffing briefs. Identify which skills you lack, where each employee will work and who will manage the team. Our manpower consultancy in Vacoas-Phoenix supports sourcing, screening and preparation of candidate documents.

Which construction and maintenance roles can you recruit?

Our coverage includes the profile roles below. Use the list to separate site execution, technical services and management requirements in your brief.

  • Site trades and labourers. Masons and masonry workers, iron workers and steel fixers, carpenters, scaffolders, plasterers, tilers, painters, welders, electricians, plumbers and general construction workers and labourers.
  • Construction management. Construction managers, architects and engineers, including civil, mechanical and electrical engineers.
  • Plant and building services. Vehicle and heavy equipment operators, plus HVAC technicians, engineers and maintenance personnel.

For each vacancy, describe the work rather than relying on a broad title. Note the construction phase, materials, tools and reporting arrangements. For maintenance, specify the equipment and whether the building remains occupied. For operators, identify the machines involved so the experience sought is clear.

How should you brief and assess candidates?

Set out essential skills, qualifications, pay, working hours, location and accommodation. Distinguish independent tasks from work requiring close supervision. Our candidate screening includes background checks, skill assessments, credential verification and reference checks. The agreed role gives those checks a practical focus, while your interviews help you judge the candidate against your site needs.

Keep the staffing plan connected to the project programme. Identify the trades needed at each stage and the supervisor responsible for induction. Permit processing times are set by the authorities, so leave room for decisions before assigning firm mobilisation dates.

What are the current Work Permit filing rules?

The Ministry of Labour and Industrial Relations administers the Work Permit. Its current information sheet says Permission in Principle is no longer required and the quota/ratio system has been abolished. Employers must instead demonstrate that local recruitment has not met the need, including National Employment Department or Employment Information Centre contact and MauritiusJobs vacancy evidence.

For an ordinary application, the employer or an employee on its Contribution Sociale Généralisée (CSG) payroll list submits through National E-Licensing Platform (NELS) on the Economic Development Board (EDB) business portal. That submission automatically sends the residence application to the Passport and Immigration Office. EDB hosting the portal does not make it the Work Permit issuer.

The Ministry of Labour and Industrial Relations’ Work Permit Information Sheet requires a vetted employment contract at monthly salaries of MUR 50,000 or less; above that amount, the employer supplies documentary salary evidence. For covered dormitories, include the Lodging Accommodation Permit or a letter showing that its procedure has begun. Professional accommodation-letter exceptions apply.

How should you plan employment beyond mobilisation?

Use the expiry date on each actual permit. According to the Ministry of Labour and Industrial Relations’ Work Permit Information Sheet, the maximum stay/work period is ten years across sectors. This does not determine the validity granted on each individual permit. According to the Ministry of Labour and Industrial Relations’ Work Permit Information Sheet, Work Permit renewal applications should be submitted three months before expiry. Keep responsibilities for housing, supervision and renewal records clear when project teams change.

Frequently asked questions

Can a short project use the same permit as another employer?

No. A Work Permit is specific to the named employer. A new employer must apply on NELS with the former employer’s no-objection letter and obtain a new Work Permit before transfer.

Do workers pay recruitment costs?

No. The Private Recruitment Agencies Act places recruitment costs, including travel to and from Mauritius, on the employer. Under the Private Recruitment Agencies Act 2023, workers must not pay recruitment fees.

Which medical steps apply to a new Work Permit hire?

Provisional medical clearance is required before travel. According to the Ministry of Labour and Industrial Relations’ Work Permit Information Sheet, apply for final health clearance within one week of arrival. The Ministry’s current information sheet says the permit will be cancelled if final clearance is not granted.
