Work Permit vs Occupation Permit Mauritius: choosing a route

Choosing between a Work Permit and an Occupation Permit in Mauritius starts with the actual duties, contractual basic salary and employment arrangement. A job title alone cannot settle which route an employer should check.

Indian Ocean Millenium Partners, also trading as JNP Recruiting Services, advises employers as a manpower consultancy. The employer remains responsible for the application, supporting documents and hiring decision.

Which roles and Occupation Permit salary criteria should HR assess?

This comparison covers employed professionals. The Economic and Financial Measures (Miscellaneous Provisions) Act 2026, gazetted on 13 August 2026, set the minimum monthly basic salary for the Professional Occupation Permit at MUR 50,000. The criterion is in force in October 2026. Salary alone does not establish eligibility. The Work Permit route also covers professionals, so seniority alone does not determine the route.

How do the routes compare?

  • Applicant and platform. For an ordinary Work Permit, the employer applies through NELS, the National Electronic Licensing System. For a Professional Occupation Permit, the employer applies on the professional's behalf through NELS at business.edbmauritius.org.
  • Authorities. The Ministry of Labour and Industrial Relations grants Work Permits. Occupation Permit applications are assessed by a joint committee comprising EDB and PIO, chaired by the Prime Minister's Office. The Prime Minister's Office approves the application.
  • Residence. A Work Permit needs separate residence permission from PIO. The Ministry says the online Work Permit application automatically submits a residence application. An Occupation Permit combines work and residence permission. Submission is not approval.
  • Fees. The Work Permit processing fee is Rs 700 per application. Additional permit fees vary by sector and duration. PIO charges the employer Rs 500 per worker each year for employment residence permission. The non-refundable Occupation Permit application fee is USD 50 from 1 December 2025. Statutory permit fees are additional. Confirm the total payable before setting your budget.
  • Duration. Plan around the period granted on the Work Permit. The Ministry sets a maximum stay of ten years, but this does not guarantee a ten-year permit. EDB gives the Professional Occupation Permit a maximum of ten years, limited to the contract period. PIO's page still gives a maximum of three years or the contract duration. Ask EDB and PIO which duration applies to your application.
  • Renewal. Submit a Work Permit renewal at least three months before expiry. EDB's guidelines specify at least one month before expiry for an Occupation Permit renewal on NELS. Prepare earlier and track the existing expiry date.
  • Changing employer. For a Work Permit, the new employer must apply through NELS with a letter of no objection from the former employer. The employee can transfer once the new Work Permit is granted. For an Occupation Permit, EDB requires a fresh application for the new employment, which must meet the criteria. Ask EDB and PIO about cancellation, continued residence and when work may start.

Work Permit requirements: what evidence should the employer prepare?

  • Work Permit file. Keep the local vacancy advertisements and the Employment Information Centre (EIC) report showing that local recruitment was unsuccessful for the grades requested. Gather the contract, accommodation, medical and company documents required by the Ministry's checklist. Identify any missing documents for your sector.
  • Professional Occupation Permit file. Prepare the signed employment contract, detailed job description, CV, qualifications, employer undertaking, company registration documents and a summary of company activities. Check any regulatory approvals required. Follow EDB's Professional checklist. It does not list a business plan as a standard requirement. Ask EDB if you are unsure what to provide.

Two roles, two starting points

Software engineer: hypothetical MUR 60,000 basic salary

Consider a software engineer with a hypothetical monthly basic salary of MUR 60,000. This exceeds the MUR 50,000 threshold, so check the Professional Occupation Permit route. Review qualifications, duties and any professional registration requirement. This is an example, not a market salary or a guarantee of approval.

Mason or machine operator

Check the Work Permit route with the Ministry, using the exact trade, sector, employment terms and local recruitment evidence. Do not assume a manual role qualifies for an Occupation Permit because allowances increase total pay.

A decision checklist before committing

  1. Define the offer. Record the duties, basic salary, employer's identity and proposed contract period.
  2. Confirm the route. Check eligibility with the Ministry or EDB and resolve residence questions with PIO.
  3. Assign responsibility. Name the employer's NELS user and the person responsible for documents. Recruit directly only where authorised, or use a licensed private recruitment agency. Follow the Ministry's employer guidelines.
  4. Approve the plan. Check the documents, fees, renewal dates and proposed start date against the permissions confirmed by the authorities.

Keep authority responses with the HR file. Recheck requirements if the offer, employer or contract changes.

Frequently asked questions

Does a salary of MUR 50,000 guarantee an Occupation Permit in Mauritius?

No. It is the basic salary criterion for a new Professional application; other requirements still apply.

Does a Work Permit include a residence permit in Mauritius?

No. Check the separate PIO approval even when NELS submits the residence application automatically.

Can an employee change employer in Mauritius and start work immediately?

No. A Work Permit transfer takes effect only once the new employer obtains a Work Permit, and an Occupation Permit holder needs a fresh application. Confirm the new permission and any cancellation steps before the start date.
